Dr. Sean Matthew
Dr. Sean J Matthew is a highly qualified executive with an extensive academic and practical background
in engineering, business, law and finance. He holds a Doctorate in Business Administration (International
Business) (DBA), Law degree, Diploma in Marine Engineering, BSc and MSc in Mechanical Engineering and
a Master in Business Administration (MBA). He is also Member of the Institution of Mechanical Engineers
and Chartered Engineer out of UK.
He offers services in conceptual business design, business development, business planning, financial
modeling and project implementation and Management strategies. He also provides advisory services for
mergers and acquisitions of cruise Ports in the Caribbean and Americas and he is one of the lead
executives for financial structuring and raising capital for development projects under the company
portfolios that include Air and Sea Development, Project coordination and Project Management and
adjudication.
Some of his ongoing projects include acquisitions through concession agreements for cruise ports in US
and Caribbean with recent success in Antigua valued at approx. US84MM; facilitation of funding of US175
MM for the new redevelopment project of Hewanorra International airport in St. Lucia; participation in
airport and seaport development throughout the Caribbean; as we;; as introduction of new energy
technologies for provision of electricity.
He began his career as a Mechanical Engineer with the St Lucia Air & Sea Ports Authority in the 1980’s
rising through the ranks to Deputy General Manager in 2002 and CEO in 2007, responsible for managing
and operating 2 airports and 3 sea ports and 2 marinas. During his tenure he negotiated with international
agencies including International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA),
Caribbean Development Bank and World Bank. He also managed a staff complement of over 400
employees and led negotiations with 4 trade unions on SLASPA’s behalf and also on behalf of companies
where he held directorship. As CEO, he was lead executive for the planning, management of annual
budgets in excess of US26 MM. He also managed and adjudicated all capital projects including some in
excess of US30MM governed by the International Federation of Consulting Engineers (FIDIC) and other
internationally accepted formats.

After leaving SLASPA in 2014, he worked with Herzog International Inc. as the lead executive responsible
for international business development and creating and managing strategic partnerships for
development projects in Caribbean and Latin America, Europe and Middle East.

environment. Results oriented and a high achiever he has an acute understanding of finance and business
development strategies and ability to provide critical insight on development re-engineering and financial
structuring.
