Jude Charlery

Customs and Trade Facilitation Consultant

Jude is a former customs officer with more than twenty-five years’ experience. He transitioned from customs as a senior manager in 2007 and has been in the field of consulting in customs modernization, capacity building and trade facilitation with experience working in multiple Caribbean countries as well as Botswana in South-eastern Africa over the last fifteen years. His experience includes working on trade facilitation projects with United States Agency for International Development (USAID), Nathan Associates, Chemonics International, United Nations Council on Trade and Development (UNCTAD), Caribbean Customs Law Enforcement Council (CCLEC) and International Monetary Fund (IMF). He is an expert in the subject areas of HS Customs Classification, Customs Valuation and Rules of Origin. Jude is a trained facilitator with a bastion of knowledge who has been involved in training a significant proportion of employees of Saint Lucia Customs and the customs brokerage community. Jude's final major task prior to leaving customs was to spearhead the research and preparation of the criteria for risk management for cargo processing. Jude's knowledge is supported by more than twelve years of customs management experience, having managed at both operational and executive levels. Jude has broad knowledge in customs best practices and is very good
at applying common sense solutions to problems. He possesses significant knowledge in customs and other enforcement legislation and trade agreements including WCO, WTO EPA and CARICOM. His work in the wider CARICOM region is highly regarded after conducting
several capacity building projects throughout the Eastern Caribbean for the International Monetary Fund, including Barbados and Guyana. Three of his major contributions have been successfully completing the project for updating the Customs Tariff for the Barbados Revenue Authority and; successfully correlating the HS 2017 codes for the Common External Tariff with the United Nations Standard International Trade Classification (SITC) for the Caribbean Community (CARICOM); successfully completing a capacity building project with Compete Caribbean for implementation of an advance Ruling regime for Grenada Customs (2019/20); Consultant for the CARICOM, tasked with updating the Common External Tariff to HS 2022. Jude holds a Master of Business Administration from the University of Wales with a concentration on managing change in projects.
